反傾銷稅課定了，歐盟兩階段對大陸太陽能業者開鍘

不顧德國反對與中國大陸政府警告，歐盟5日決議對大陸太陽能業者低價競爭施以鐵腕，將對大陸進口的太陽能板課徵最高67.9%的報復性關稅，藉以回復市場秩序，並維護歐洲在地業者權益。

長久以來，大陸太陽能廠一直被指控，以低價優勢向歐盟27國傾銷太陽能板，大陸太陽能板2009年在歐洲市占率就已高達63%，2012年更擴增至80%，幾乎把歐洲在地業者趕盡殺絕。主管外貿的歐盟執委會(European Commission)痛陳，如果不以關稅反制，歐洲有2,5000個工作機會將危在旦夕。

據彭博社報導，歐盟逞罰性關稅決議將在6日正式生效，初期最低稅率為11.8%，雖然時限暫定為6個月，但未來視需要可延長至五年。德國太陽能龍頭Solarworld當日勁揚11%，創5月9日以來最大漲幅。

雖然歐盟立場堅定，但也沒有把話講死，按聲明稿，至少前兩個月歐盟都將維持最低稅率11.8%，期間大陸政府可尋求與歐盟進行對話、謀求和解，但是如果協商未果，8月6日之後，稅率將調高至37.2%至67.9%，使平均稅率達到47.6%。除此之外，對於大陸政府非法補貼太陽能業者行為，歐盟尚在進行調查，是否祭以更多反制措施將在8月8日公布。
